歐洲理事會的人權與民主教育

摘要:

本文首先簡要說明歐洲理事會的工作,以及她作為「人權守門員」或「人權、民主與法治的監護人」所扮演的角色。接著,作者介紹歐洲理事會在人權與民主教育上兩項重要的成果。其一是《歐洲理事會民主公民意識教育與人權教育憲章》。這份憲章是歐理會通過的法律文件,目的在於為人權教育提供共同的參考架構;無論在歐洲或世界各地,這份憲章已為人權教育的推動奠定良好的基礎。另外一個成果是《民主文化能力參考架構》。公民需要具備基本的核心能力,才能在文化分歧的民主社會中有效參與及和平共處;這個架構的目的就在於提出一個新的途徑,來定義並評量這些民主能力。

Two Instruments for the Promotion of Education for Human Rights and Democracy

Abstract:

After a short introduction into the CoE in general and its work as a “ human rights watchdog” and a “ guardian for democracy and the rule of law,” the presentation will be structured around two important outcomes of its work in education for human rights and democracy. The Council of Europe Charter on Education for Democratic Citizenship and Human Rights Education is a legal instrument, which provides a common reference and framework for action. It has proved to be a good basis and instrument to work with in the field of education for democracy and human rights in Europe and worldwide. And the Reference Framework of Competences for Democratic Culture is a new approach to define and assess competences required to participate effectively and live peacefully together in culturally diverse democratic societies.
