台灣非政府組織工作者李明哲,於 2017 年 3 月 19 日從廣東珠海拱北口岸 入境中國時,遭中國政府強迫失蹤。台灣人權促進會、民間司法改革基金會、 文山社區大學、人權公約施行監督聯盟等台灣民間團體,迅速組織救援大隊, 發起國內外救援行動。其中,由人權公約施行監督聯盟獲得家屬授權後,向聯 合國人權特別機制提起之緊急救援,獲得禁止強迫失蹤工作小組受理;救援大 隊兩位成員並代表家屬與救援組織,於 2017 年 9 月前往日內瓦進行報告。本 文即台灣非政府組織運用聯合國人權機制,救援李明哲的紀實。

Li Ming-che, a Taiwanese NGO worker, was forcibly seized by the Chinese government when he entered China via Macau on March 19, 2017. A rescue team consisting of members from Taiwan Association for Human Rights, Judicial Reform Foundation, Wen-Shan Community College and Covenants Watch, were very soon organized to generate domestic and international support for Li Ming-che. Among the various actions taken, an urgent appeal was filed aiming at the special procedures under the UN Human Rights Council and later taken up by the Working Group on Enforced and Involuntary Disappearances. This article details this rare example of Taiwanese NGOs employing UN human rights mechanisms in their e orts.
