蘇花高與我

摘要：
蘇花高速公路應否興建的問題，曾經在花蓮引起巨大爭議，進而造成居民之間的對立。本文作者觀察到，單純的環境保護訴求，難以在經濟困頓的花東地區引發共鳴。唯有深入理解花東地區在歷史與地理上的獨特性，並持續對話、了解在地需求，才能發展出更多元的永續發展路線。與此同時，永續發展仍是一個空洞的概念，因此擁有足夠能力，以具體落實「永續發展」行動方案，讓人民看到真正的永續發展建設，是花東地區，甚至是整個台灣下一步努力的方向。

Su-hua Freeway and I

Abstract：
Pro and con for establishing Su-hua Freeway had been the subject of much controversy in Hualien and raised confronting positions among Hualien people. The author observes that it is difficult to reach a consensus in the poor economic development region such as Hualien through pure environmentalist claims. Going deep into the unique historic and geographical characters of Hualien, continuing conversations and understanding the local requirements so that the goals for sustainable development could be done. At the mean time, sustainable development is a vague and general idea, we need the capacity to implement action plans to convince the people that specific projects for sustainable development are possible.
