隨著各國提出淨零排放承諾，加速汰除化石燃料的使用，原於相關產業就業的勞工與社區經濟亦將面臨巨幅改變。為可提前因應此類衝擊，藉由職業訓練、地方發展規劃等作為配套，聯合國於氣候變化綱要公約的談判體系中，亦提升對於「公正轉型」的重視。本文則基於作者參與COP27 的現場觀察，梳理聯合國體系中針對公正轉型工作計畫的執行規劃，以及國際公正能源轉型夥伴關係推動進展，檢視現行臺灣公正轉型政策。

With countries pledging to achieve net-zero emissions and accelerate the phasing-out of fossil fuels, workers and local economies in related industries will face significant changes. To proactively address such impacts and provide support through vocational training and local development planning, the United Nations has increased its focus on a just transition in the negotiation system of the UN Framework Convention on Climate Change. Based on the author’s observations at COP27, this article outlines the implementation plan for the just transition work program under the UN system and the progress of the Just Energy Transition Partnership, and examines Taiwan’s current policies on just transition.
