再論中華聯邦:個人權利、各民族的平等與和平共處

摘要:

兩年前,我寫過一篇論中華聯邦的文章,主張聯邦政府,提到在1993 年至1995 年間,一群華人知識分子,來自中國大陸、香港、台灣與美國,聚集在夏威夷與加州柏克萊大學召開幾次會議,討論中國憲政的發展,並起擬一份中華聯邦憲法草案與一份人權清單,本文作者也盛逢其會。這篇文章再論中華聯邦,不限於中國與台灣的關係,也把西藏、新疆、內蒙古與香港納入討論,試圖進一步釐清聯邦論的問題,並初步規劃如何透過協議與談判,建立一個與時俱進的聯邦制度。

Revisiting a Federal System for China: Individual Rights, Equality and Peace Among All National Groups

Abstract:

Two years ago, I wrote an article arguing for a federal system for China. In that article, I refer to a series of conferences and informal meetings by a group of intellectuals from China, Taiwan, Hong Kong and the United States in Hawaii and UC Berkeley, from 1993–1995, the purposes being to draft a federal constitution and a bill of rights. The reaction to what they had achieved was highly favorable. In this article, I enlarge and extend my previous discussion to include Tibet, Xinjiang, Inner Mongolia, and Hong Kong, emphasizing individual rights and equality and peace among all national groups.
