來台藏傳佛教僧侶（以下沿用外交部網站規範統稱藏僧）二十多年來多數都只能拿到兩個月被註記不可延長的入境簽證。本文不準備探討來台藏僧簽證沿革歷史，但所指二十多年，是台灣藏傳佛學中心深刻記憶與感受。聯盟6月30日舉辦的座談會上，佛學中心代表許玉芳回憶，在他父親那一輩，藏僧曾經非常受到禮遇。同時，座談會上領務局官員也回應：「為什麼二十幾年前沒有這麼嚴格，突然間整個門關起來，是因為出了就地合法事件……」，間接證明二十多年簽證緊縮趨嚴的事實。二十多年來許多關心這個議題的有志之士透過各種方式及管道，不斷陳情反應，最好的結果也只是「藏僧若是常駐法師的身分，則可以取得六個月的停留簽證，但只限一位。其他的法師只能取得60天的停留簽證。」今年，藏僧簽證推動改革聯盟再次努力，終於成功使政策改變，多數藏僧都已經取得可在境內加簽延長至六個月（180 天）的停留簽證。本文敘述緣起、過程、論述及成果。

 

 

For more than 20 years, most Tibetan Buddhist monks who come to Taiwan (hereinafter referred to as Tibetan monks according to the regulations of the Ministry of Foreign Affairs website) can only obtain a two-month entry visa, and it is marked as non-extendable. This article will not discuss the history of visas for Tibetan monks who come to Taiwan. However, the past two decades are the deep memories and feelings of the Taiwan Tibetan Buddhist Center taking the example, when we were at the symposium held by the Alliance on June 30, Ms Xu Yufang, a representative of one of the Buddhist Centers, recalled that in her father’s generation, Tibetan monks were respected officially. One officer from the Consulate Bureau also responded at the same symposium: “Why was it not so strict more than 20 years ago, and suddenly the whole door was closed? It was because of a legal incident (in which Tibetan monks were involved) on the spot”, indirectly proves the fact that visa austerity has become more stringent in the past 20 years. For over 20 years, many people who care about this issue have continuously expressed their opinions through various methods and channels. The best result is“ If a Tibetan monk is a resident master, he can extend his visa to obtain a six-month stay, but only for one person. Other monks can only obtain a 60-day stay visa. This year, things have been changed. The Alliance of Tibetan Monk Visa Reform has worked hard in different ways and finally succeeded in changing the policy. Most Tibetan monks have obtained stay visas that can be extended to six months (180 days) in the country. This article describes the origin, process, discussion and results.
