從「同性婚姻」到「多元家庭」－ 朝向親密關係民主化的立法運動

2012年8月11日，台灣第一個以推動同性婚姻合法化與多元家庭立法的組織「台灣伴侶權益推動聯盟」（以下簡稱「伴侶盟」）在運作三年後正式立案了！這意味著，自祈家威1986年以個人行動至法院爭取與同性伴侶公證結婚的26年後，台灣同志運動社群終於將同性婚姻與多元家庭合法化排入正式議程，以組織化與常態化的方式將多元家庭成家權從邊緣議題逐步推向社會矚目與公共討論的議題。本文第一部份從台灣同志運動的脈絡耙梳同性婚姻合法的推動歷程，並分析「伴侶盟」是在何種歷史脈絡下成立；第二部分介紹其所推動的多元家庭立法內涵，以及探討此運動所欲推動的理念對台灣現今社會的意義與價值。

From “Same Sex Marriage” to “Pluralistic Family Arrangements”: The Legislative Movement for Democratic Intimate Relationship

Abstract：
This note from the field describes how the Taiwan Alliance to Promote Civil Partnership Rights came into being on August 11, 2012. It aims at promoting a civil partnership law and same sex marriage. Twenty-six years have elapsed since Mr. Chi Chia-wei took the initiative to secure the approval of the court for his same sex marriage. The LGBT and gender related organizations finally succeededin attracting the attention of the main stream society. This note also explains the contents of the legislation on pluralistic family arrangementsand its meaning and value for present-day Taiwan society.
