從公民社會觀點論國際發展工作新架構

摘要：
公民參與世界聯盟（World Alliance for Citizen Participation, CIVICUS）在2012年9月於加拿大蒙特婁召開世界大會，共計一百多國的八百多位代表參與。大會標題為：「定義新的社會契約，共同開創未來」。會議分成三大主題：（一）透過公民改變國家；（二）建立社會創新的夥伴關係；（三）重新定義全球治理。本次大會探討的諸多議題中，國際發展是其中一項討論重點。本篇文章介紹當前公民社會觀點中的國際發展工作原則與架構，包括「超越2015」及「伊斯坦堡公民社會組織發展效能原則」。

A New Framework for International Development: the Viewpoint of Civil Society

Abstract：
CIVICUS (World Alliance for Citizen Participation) held CIVICUS World Assembly at Montreal in September 2012. Over 800 participants from more than 100 countries joined this conference. The theme of the conference was “Defining a New Social Contract—Making the Future Together.” Three topics were discussed: (1) changing nations through the participation of citizens; (2) building partnerships for social innovation; (3) redefining global governance. Among the issues in the conference was “International Development.” This note introduces civil society’s viewpoint of international development principle and framework, including “Beyond 2015” and “Istanbul CSO Development Effectiveness Principles.”
